How to get 'process' option back in Windows (vista)

Try changing the default program back to Notepad and see if that fixes
the problem.
Then install the Open Source Notepad++ text editor, which is a better
tool for what you want to do.

Finally try a reinstall of Survex to see if that fixes the Process
menu if not already working by this point (Notepad++ also puts an open
in Notepad++ option the the right click menu, which is how I use it to
open survex files.
