The easiest way is to create a one line survex file which just contains:

*include "filename.dat"

There should be an "Open with Survex" (or cavern) option on the
right-click menu, like there is for opening PLT files in Aven.  But I've
not got around to adding one yet (I need to get the file icons for DAT
and MAK files too).
