The GPL3 post-dates Survex by a decade. So was not an option when we
created it.

GPL2+ does have wider complatibility than GPL3+. GPL3 gives better
clarity (fixes some bugs in GPL2, and has much better
internationalisation) (and protects against 'tivoisation', but that's
not a significant consideration for caveconverter).

It is annoying that the fixes ended up making them incompatible. You
could change if you wanted, or just assume that specific permsions to
relicence will be consered as required, as you just did above; whilst
it's a 1-man project this is trivial to do. 

There are plenty of GPL2/GPL2+/GPL3/GPL3+ comparisons online (some
rather biased IMHO!)
