Debian now unstable has 1.1.16 - get it from the usual mirrors.  I
will backport it to stable (squeeze) once it migrates to testing,
which should be about a week from now.

Builds for all the versions of Ubuntu still supported on the desktop
(plus a couple which are just out of support) are now available from
the PPA on launchpad:

https://launchpad.net/~survex-developers/+archive/ppa/+packages

I only plan to submit builds for Ubuntu 10.04 (codenamed lucid) and
newer for the next Survex release.
