That doesn't make much sense - debian/survex.install explicitly lists
just five PNG files in /usr/share/survex/icons/, while
debian/survex-aven.install has:

debian/tmp/usr/share/survex/icons/*.jpg

So I can't see how or why the survex package has that file.

Are you perhaps getting an old version of the survex package from somewhere?
At one point the survex-aven package was merged back into it...

Can you check the actual file listings for the binary packages if you haven't
already?

You could probably just install the Ubuntu packages from the PPA - just pick
the Ubuntu release before lenny and it's likely to work.
