I have done some work in the past transferring a printed survey to vector
drawing file using Xara. This was bought by Corel at one point (it was far
superior to Corel Draw at the time and did much the same thing) but I
think they went independent again. It does excellent curve drawing and
handles a vast range of scales so you can add detail down to mm on
drawings which cover km.
I started with an A1 bitmap which was scanned in 2bit colour (true black
and white) so whist the pixel count was very high the memory footprint was
small. As a GIF file it fitted on a floppy disk. You can also import
postscript files if you generate one from survex for the centre line. Then
you can do all the passage detail drawing directly in Xara.

You can find Xara on Amazon. I think they call the current version Xara X.
