Installation issue on Windows 2000

I've just installed Survex 1.0.0 on my Win2K box using the supplied
installer.  When I run Survex from the (cygwin) bash command line I get :

rob 44 $ cavern
cavern: Can't open message file `en' using path `'
rob 45 $

I get the same result from the standard Win2K shell.  My path environment
variable is very long, but putting the c:\Program Files\Survex at the front
of the path variable makes no difference.
