The problem was that the changed order mean anonymous stations were
processed first when plotting labels.  These have an empty label so
nothing to actually plot, but each one blocked out a small rectangle
which the actual labels couldn't then overlap so heavy use of anonymous
splays means many fewer labels appear.

I've pushed a fix.
