Are you sure 1.4.9 works?

Previous reporters seem to have indicated that 1.4.9 fails and 1.4.8
works, which fits with the major change to how the installer is built
in 1.4.9.  If 1.4.9 actually works that means seems to mean that is
not actually the cause.

It would be really helpful to know what the problem actually is, so if
you (or anyone) is able to run survexport (or aven) under a debugger or
similar and find out some details about the DLL failing to initialise
that would probably help.
