I've never seen one of these files before - do you know how to interpret

As best I can make out it doesn't tell us anything very helpful, but
perhaps I just don't know what to look for.

The bytes of that value spell " GCC", which is the compiler used, so I
guess that's not telling us anything useful.

There seems to be a path for each DLL, which perhaps suggests it isn't
one missing (or maybe missing DLLs just aren't listed...)
