This build seems to fix the problem. It is 1.4.7 with a code cleanup
change made in 1.4.6 reverted, plus a couple of minor changes made since
the release (the win32 installer can now install without admin rights,
and a backclino of 180 on a plumbed leg no longer triggers a warning).
If you have been having problems with 1.4.6 or 1.4.7 on Microsoft
Windows please test this:

I haven't yet worked out why the code cleanup change was problematic as
it really just moves code around, but it wasn't intended to be a
functional change so reverting it until I can resolve what's going on
seems sensible.
