Download problems should be fixed

I've had a couple of reports off-list of people having trouble
downloading files from the website, though I was unable to reproduce
these myself.

It turns out there was an issue with the connection between the server
which hosts survex.com and the network switch which connects it to the
internet, which seems to have resulted in downloads being unreliable.

Seems the ISP installed a new switch which behaves differently and
the network connection was ending up so that data could only flow one
way at a time ("half-duplex" is the technical term), which perhaps
unsurprisingly affected attempts to send large amounts of data in one
go.

This was apparently resolved the day before yesterday, so if you've
been having problems downloading, please retry and if it's still not
working, let me know.
