Can't you run 32-bit programs on 64-bit versions of Windows?

If so, what advantages would a special build provide?  It seems
inconceivable that anyone has a dataset that needs more than 4GB of
addressable memory, and a 64-bit build would double the size of
pointers, and so use more memory than a 32-bit one.
