If you may use any of bitmap image edit program for Linux:  
ImageMagick, GIMP, look Linux_bitmap_graphics_editors in WikiPedia,  
Photoshop in any version and increase the size of picture step by step  
by 5-10 % in each step up  to desired size. You may use specialised  
programs for such enlarging too.

Practical you may echieve 300-500 % enlarging (in pixels pre side)  
without too much visible artefacts. Don't use jpg or other quality  
lost compression!!!

BTW to print really large posters you don't need such high resolution  
as for small ones. We use 150 dpi to print large posters and it is  
enough!
