You can just set it in the container survey (assuming of course that all
the sub-surveys were done within a short enough time span that the
declination won't have changed appreciably).  The same applies to other
settings too.

Just to avoid any doubt, this is equivalent to putting the declination
setting inside each survey:

    *begin mycave

    *calibrate declination 2

    *begin entrance
    ;...
    *end entrance

    *begin pitches
    ;...
    *end pitches

    *end mycave
