I don't think DPI makes a lot of sense for EPS, which is a vector 
format.  In fact I'm not sure photoshop (being a raster graphics editor) 
is the ideal tool for overlaying a vector onto a scanned cave.

I've had success using the SVG vector editor Inkscape[0] for exactly 
this task.  It will import bitmaps fine and in conjunction with survex's 
SVG export it works rather well -- exporting to PNG for use with 
therion.  In fact it was the reason I contributed SVG export to survex 
in the first place.
