That wouldn't work for users who use a precompiled version, which is
probably the overwhelming majority.  All users on Windows for a start.
Also the vanishingly small number of MSDOS and RISC OS users.  And
anyone installing packages from the Debian or Ubuntu Linux repositories.

Users of the RPM packages are technically building from source but they
don't invoke configure by hand so might as well not be.

So that leaves a few Linux users who prefer to build their own version,
and users of other Unix flavours.

We mostly ignore that, except for Shift-' where we accept both " and @.
There's certainly room for improvement there.
