Goog - that's how it is supposed to work.

You can download pre-built binaries for the dev version from here:
http://survex.com/download.html?platform=debian

which you should just be able to dpkg -i survex survex-aven once downloaded.

You are on a Debian machine: whilst building with plain configure etc can no
doubt be made to work it's not the 'debian way'.

Try changing to the dir containing survex 1.1.6 and do debuild
(possibly installing debuild first).

That will download needed dependencies for you and do the right building
runes.

hmm odd. No reasons to think that building in the proper debian way will
help much here, but give it a go.

Not really - it's a process issue. If you use the debian build process then
it knows what packages it needs and will either get them or tell you it
can't.

try that and see how it goes.

If you want to do it manually, look in debian/control to see what the
build-dependencies are.
