Survex 1.0.34 released

You wait ages for a Survex release, then two come along at once...

Nothing terribly wrong with the previous release, except I forgot to
include the extend patch from John Pybus.  I've also fixed detection
of the character set used for Slovak and Romanian on Windows which
should fix problems with missing accents there.

Again, no MacOS X version, but Mark Shinwell should be able to build
them shortly so watch this space.  I've not updated the RISC OS and
MSDOS on 286 machines versions either, but will when I get a chance
as the extend patch might be useful.
