Declination from compass data

The data I am working is from a compass project. Currently there is no
declination information  (set to 0). I am trying to edit the declination
in by hand, but when I run the data it seems not to get the declination
right. Almost as if it multiplies the declination by 10 or something.

Has anyone used compass data with declination not equal to zero? I tried
setting the declination in survex, but the compass setting seems to override
it. Which makes sense I guess.
