Survex and GPS

I've found a system to send survex 3d files to a GPS (plan only) with
a freeware/demo tool and a GPS software named Ozi Explorer.

I've found a utility named CAD2SHP wich converts DXF files to ESRI
(GIS) Shape files (.SHP), once you have a SHP file of your cave, you
can upload it into OziExplorer and then to the GPS (Gramin).

The bad news are that CAD2SHP is 99US$ but you can try a demo for 30
days.

Also wiht the freeware ESRI ARC EXPLORER 2.0 you can read directly DXF
files, and overlap them to maps or other shape files like otrhophotos,
but you cannot create a SHP file from a DXF using ARC EXPLORER.

Does any body knows a better method (freeware PC)  to translate DXF
files to SHP?
