Survex 0.99 prerelease 4 available

This prerelease is available for all platforms except MSDOS on pre-386
machines and RISC OS:

I start a new job in Leeds on Monday, and as a result I may be a little busy
next week.  Please bear with me.

Full list of user-visible changes between 0.99-prerelease3 and
0.99-prerelease4:

* Minor improvements to manual and Unix man pages.

* printps/printhpgl/printwin: --skip-blanks fixed.

* printhpgl: fixed paper size for A1 landscape (was actually A2
  portrait!)

* (MSDOS version): graphics in HTML manual were corrupted (by being
  packed as text).

* (RISC OS version): graphics were missing from HTML manual.

* (RISC OS version and 286 DOS version): fixed programs to report
  themselves as part of "Survex" rather than "@PRETTYPACKAGE@".

* (MSDOS version): pick a default language for messages by looking at the
  currently set country.

* (Unix version): Improved test for whether build needs librx - before
  it was used if it was present, even if it wasn't needed.

* (Unix version): Assorted minor debian tweaks.
