Definately seems like a path problem. 
1. what is the full path to the survex binaries?
2. what is the full path to where you have your data ie where you run
the commands from?
3. what do you get when you type PATH in a DOS box ie report back your
path thats currently set in DOS.

I suspect that it runs when you are in the Survex directory as then
Survex is in the current directory (which is prob set in thae PATH) but
it does not when you are a level down as it can't find the program.
