It's shouldn't be altogether suprising - you can survey as many traverses
between two stations as you like, and a traverse can consist of just one
leg.

Internally traverses are actually collapsed to an equivalent single leg as
the second step in solving the network.  The first step is to remove
"trailing traverses", i.e. traverses which lead to a dead end.
